Try to go in the off season and check out bed and breakfasts there, they are less expensive than hotels.
There are really to many activities to list, go to the Key West travel site. Keywest.com
I went with my family, (we were staying in the middle keys). We went to Hemingway House and petted the 6-toed cats, walked through. We visited the Aquarium, that was fun too. The part I liked the best was going on the Ghost tour. If you like old historical lore I would highly suggest the tours. Last but not least there is LOTS of shopping and LOTS of bars.

I would suppose that would depend on several things:
1-Her departure city
2-Any particular time next year?
3-Your Travel budget
